now, the ncaa about to announce a series of corrective and punitive sanctions against penn state for its role in the jerry sandusky child sex abuse scandal. the penalties are expectedo be extremely harsh, the school bracing for one of the most severe penalties against a college sports program reportedly expected to be whit record financial penalties as well. we'll get back to this news conference once it gets under way and keep you posted. >> also new, president obama is in the bay area today for a fundraising visit. christie smith is live at the fairmont hotel in san francisco this morning where the president stayed overnight. good morning. >> reporter: good morning. this is familiar territory for president obama coming to the bay area for fund-raisers. usually in silicon valley but this is a first, he's heading over to oakland later today after touching down at sfo last night around 8:15 following a brief stop in colorado to visit

with families affected by the shooting tragedy there. mr. obama was originally expected in the bay area today but before he even gets started here he actually leaves sfo and heads to reno. he has a speech and fund-raiser planned, then he's coming back to oakland and piedmont and demonstrators are expected at the big event at the fox theater including medical marijuana advocates upset with federal crook downs and some anti-war groups are planning protests. some political analysts believe that this could have the unintended effect of helping the president with conservatives. if you recall he was here in early june for fund-raisers in san francisco where he raised $2 million in four hours. of course because of all of this you want to expect delays. one of the protests in front of city hall pretty much all day leading into president obama's

visit. christie smith, "today in the bay." >> thank you. for many people in the bay area the biggest impact of the president's visit will come later today with street closures and traffic delays. mike inouye is here with a look at what will be impacted. >> the president will be back in the bay area later this afternoon. his arrival or rearrival back at the oakland airport will force closures and changes for b.a.r.t. oakland police are closing several streets until possibly 10:00 tonight. it includes parts of telegraph, 17th, 18th and 19th between telegraph and san pablo will be closed as well as parts of broadway and san pablo avenues themselves. the 17th street entrance to the 19th street b.a.r.t. station will be closed. that one entrance for security reasons. the station will remain open. you can get on and off and trains will travel through the area as well. this will affect ac transit

finished clearing out his home of all of those booby traps, they found a batman mask. we learned the former graduate student start buying guns at denver area stores almost two months ago, he did so legally in person and on line, also purchasing 6,000 rounds of ammunition. some of these weapons he used on friday turned the new premier into an historic massacre. holmes is in solitary confinement where authorities say he is not cooperating. he has been assigned a public defender, expected to face 70 charges, one for every person he shot and could face counts of aggravated assault and weapons violations. holmes appearance may take months but the police chief is confident that justice will

we have a good looking forecast but unseasonably warm. that means the best of the best by the water. 57 degrees to start out in san francisco. 59 degrees insonny veil. and i did want to point this out if you're traveling into the central value or the sierra nevada we do have thunderstorms, strong thunderstorms. they are mostly out of the area but i expect clouds over the western facing slopes of the south bay throughout the second half of the day. make sure you're ready for that. 83 degrees at noon inland up to 93 at 4:00. here is mike. >> we looked ahead to the closers for the president's visit through oakland but right now through that portion of the east bay is fine. we look at the sensors, no slowing for your commute. either for these freeways into or out of the bay bridge and the maze. we'll show you what things are like in the south bay. under the 880/17 interchange.

traffic starts to pick up on 101 north of 680 so we'll watch for that slowing. back to you. >> right now we get you back to indianapolis for breaking news. the ncaa stepping up to announce sanctions against penn state university following the jerry sandusky trial. >> there is no action we can take that will remove their pain and anguish but what we can do is impose sanctions that both reflect the magnitude of these terrible acts, and that are also -- that also ensure that penn state will rebuild an athletic culture that went horribly awry. our goal is not to be just punitive, but to make sure the university establishes an athletic culture and daily mind-set in which football will never again be placed ahead of educating, nurturing, and protecting young people. more than 100 years ago the ncaa was created to assure that

sports are fully integrated into our colleges and universities. and that the athletic programs wholly embrace the values of higher education. our constitution and bylaws make it perfectly clear that the association exists not simply to promote fair play on the field, but to insist that athletic programs provide positive moral models for our students, enhance the integrity of higher education and promote the values of civility, honesty and responsibility. the sanctions we are imposing are based upon these most fundamental principles of the ncaa. with these intentions in mind the executive committee, the division 1 board and i have agreed upon the following sanctions. first, the ncaa is imposing a fine of $60 million on the university with the funds to be used to establish an endowment to support programs around the

nation that serve the victims of child sexual abuse and seek to prevent such abuse from happening. this amount is the equivalent of one year's gross revenues of the football team. second, penn state football will be banned from bowl games and any other postseason play for four years. third, penn state's football team will have its initial scholarships reduced from 25 to 15 per year for a period of four years. in order to minimize the negative impact on student athletes the ncaa will allow any entering or returning football student athletes to transfer and immediately compete at the transfer university provided he is other a wise eligible. further, any football student athlete who wants to retain -- remain at penn state may retain his athletic grant made as long as he meets and maintains appropriate academic

requirements, regardless of whether he competes on the football team. fourth, the ncaa vacates all wins of the penn state football -- >> all right, that is the ncaa levying heavy sanctions against penn state for the jerry sandusky abuse trial fining the school $60 million for child abuse prevention. that is one year gross revenue for the school. also four years postseason ban and scholarships reduced from 25 to 15 for four years. so we'll stay on top of this and report more. huge sanctions against penn state. >> also just in, a pilot and three passengers safe after landing their plane on a freeway near san diego. look at these pictures. the cessna made an emergency landing on interstate a85 last night. it was able to avoid vehicles. no word what caused the plane to

go down. the chp says they are working on a plan to tow away the plane before the morning commute gets too heavy. >> a fire forcing dozens from their san jose apartment building. the 20 units at the apartments were damaged. that four-alarm fire sparked at 9:30. this took more than 70 first to get it under control. a total of five emwere treated. 60 people have been displaced. >> bryan stow will get his day in court. a los angeles judge set a february 5 trial date for the lawsuit. stow is suing dodgers owner frank mccourt for a beating outside dodger's stadium. court papers say he suffered brain damage that left him up able to walk or hold a conversation. his lawyers say he needs life long care. two men pleaded not guilty to criminal charges in relation to the beating.

>> this morning a pair of prominent doctors -- they had permission for treatment that they believed would prolong lives. the doctors have been banned from performing medical research on any patients. >> hundreds of college students working for the state will lose their jobs in the latest cost cutting move in sacramento. some 1600 positions will be axed come september. these student who is worked part-time and without benefits in jobs ranking from desk work to field studies. the 13 million in savings part of the labor deal reached with the union. labor leaders agreeing to more furlough days. >> he is hoping money can make the difference. who is shelling out bucks to save a land mark. >> how did she get there? after reports of missing for

from competing in bowl games for the next four years along with the school forced to give up 112 victories, that's a slap of -- nailing them for victories, 1998-2011. these are in response to a scathing report the school -- they found administrators covered up child sex abuse allegations against jerry sandusky. >> president obama is in the bay area today. he spent the night in san francisco and will head to reno this morning before flying into oak lands for several fund-raisers tonight. this is the first time the president has visited oakland since being elected. >> the suspect in the colorado shooting expected in court today. police say 24-year-old james holmes walked into a movie theater and opened fire killing 12, injuring more than 50 others. so far he has not been cooperating with police. >> we bring you breaking news that we're following this morning out of san jose. two people have been shot and

killed, this is a live look at the scene. at seventh and washington street. the police remain on the scene as they continue their investigation. two people shot and killed. suspect we understand is on the loose. we have a reporter on the way to the scene. we'll bring you more information this morning. it's not too far from japan town. >> we'll stay on top of that. 6:18. we'll also stay on top of the weather. that's why meteorologist christina loren is here. >> big question, what do i wear today? i'll make it easy. it's going to be hot inland and just about perfect near the water. good morning to you bay area. starting with this live look atop san bruno mountain looking down on the bay. almost had a collision here. we have a good looking day shaping up with temperatures in the 90s. we don't have the triple digits so what i've done is taken the temperatures down by about 5 to 6 degrees from yesterday. here is coy tower, alcatraz island. i did want to point this out

choppy on the bay as we did have winds. we'll see the winds pick up again for the second half of the day with an area of high pressure to our south. low pressure to our north. the two working against each other creating a tight pressure 80 gradient. 54 in novato. thunderstorms through the central valley. we could see a stray storm or two. mostly in the north bay. it will be hot again. as we head throughout the day probably noticing the humidity creeping up. it works like this for today. not as hot as yesterday but just about. 5 to -- 3 to 5 degrees cooler. then we'll take you down additional 5 degrees through tomorrow and we'll continue that trend all the way through thursday. so highs today. 83. 85 in san jose. 77 degrees, last day with the upper 70s in santa cruz. so enjoy that if you have the kids, maybe trying to get them outdoors because it's too hot. through the overnight hours what's going to happen is

is an accident clearing but the bridge is moving at its limit. looking to the bay bridge as well. the toll plaza starting to get crowded. we should see metering lights turn on about now and that will mean the fast track lanes will build. about 19 or 20 minutes off of the carquinez bridge. >> another lousy day expected on the markets. >> happy monday. scott says hey, some bright spots remain. >> could be. ipos have done well. friday we had two high-tech ipos. it saw stock gain 26%. palo alto networks is a bay area company actually in santa clara. kayak based on the east coast gained 27%. it started trading on the nasdaq

there, fender, the guitar company was going to offer shares but withdrew at the last second saying the market conditions weren't right. that appears to have been a mistake. some fun history for you. 50 years ago today tv image was -- feed via satellite. president kennedy's press conference was supposed to be the first image sent but according to several articles. president kennedy was not ready when they turned it on so the satellite operators showed a cubs game marking the first time a sports game was sent across the atlantic. we mentioned this on our 5:00 hour and speculated, or i did, that the cubs lost. you agreed with me. >> yes. >> i looked it up. here is your final, cubs lose to the phillies, 5-3. >> look at that. >> i love the history lessons from professor mcgrew.

at 16 the youngest person to ski the south pole so she had this honor and said that carrying the torch of course was a once-in-a-lifetime opportunity. >> really proud to be able to do it because the olympics might not come back in my life time to london so to have it now is an amazing experience. >> that's a beautiful thing. absolutely amazing, that huge ferris wheel takes over a half hour to get around. the torch will be carried around london's landmarks before ultimately arriving at the lighting of the olympic calderon. >> scientists made what is called a break through in cancer research. researchers at the ottawa research institute are working on a personalized vaccine. it would use your body to fight off cancer instead of toxic drugs. it would mix the patient's tumor with the virus that kills cancer

case. >> president obama's bay area visit, the unusual move that could tie up your rush hour commute. >> he is waking up to great weather across the bay area. a cool start up atop san bruno mountain. it's monday, july 23, "today in the bay" starts now. >> good morning to you. thanks for joining us. 6:31. i'm laura garcia-cannon. >> good morning. i'm jon kelley. we start with breaking news in san jose. police respond to a deadly double shooting on seventh and washington streets, that's outside of san jose's japan town. the calls coming in a while ago. we have a crew there now. marla tellez is on scene with all of the latest. what's happening out there? >> reporter: jon, good morning. it's a very active scene with 25 police officers still on scene. the call came in according to spd, the scene is a couple

blocks behind us on the 300 block of north seventh street. joining me live is sergeant dwyer with the san jose police department. what do we know about the two people shot and killed? >> officers located a house they believed to be involved. they entered to conduct a sweep, make sure everybody was okay and unfortunately they did find two persons suffering from gunshot wounds. one an adult male, one adult female. both pronounced deceased. we don't have suspect information. we're conducting a search of the area to make sure the suspect is gone, make sure everybody is safe and the crime scene unit will process the scene. >> on my way over i noticed police around the perimeter blocks away from here so that should the public be worried at this point? >> again, we don't have specific indications that the suspect is present. if we do have a fresh crime and it's violent in this case two people are dead we have to entertain the possibility that he or she may be here so we have to conduct a search, and once we have established that more than

likely the suspect is gone we'll break down the perimeter and process the crime scene. >> reporter: is there any indication that the suspect knew the victims? >> at this point we don't know. you do have two dead people 18 house, any time that happens you have to entertain the possibility it could be domestic, at this point it does not appear to abmurder-suicide. they both appear to be homicide victims. we have somebody out there responsible. now the question is and we're going to investigate that is what is his or her connection to the victims. >> reporter: any word on if this home has a history of police calls? >> again, that's part of the investigation. officers will look into that and hopefully we'll be able to release more information about that later on. >> reporter: sergeant dwyer, thanks for your time. the latest from north seventh street in san jose near japan town is two people have been shot and killed on the 300 block of north seventh, a man and woman. sergeant dwyer telling me this is the 21st and 22nd homicide of

the year for san jose. >> thank you for the update. it's 6:33. president obama back in the bay area today hoping to pick up campaign cash. christie smith is live at the fairmont hotel where the president stayed overnight. good morning. >> reporter: good morning. this is very familiar territory for president obama coming to the bay area for fund-raisers, this is a little different, though. i just checked oakland mayor jean kwan's facebook page. she has an advisory, this is the first time mr. obama has come to oakland as president and she is letting people know that you should probably think about taking public transportation because of demonstrations and changing street closures that will go on throughout the day. president obama had a slight change of plans landing around 8:15 after visiting with families impacted by the tragedy in colorado. he was originally expected here today.

first before anything happens in oakland he has a trip to reno where he is speaking, then back to the bay area for three fund-raisers in the east bay including the fox theater protesters supporting medicinal marijuana are upset with crackdowns. also anti-war groups plan to be out as well. supporters of course will be there too for mr. obama. president obama was just here you may recall in early june at a fund-raiser in the city where he raked in about $2 million in just four hours. some groups plan to start demonstrating by city hall as early as 11:00 this morning, and then plan to march to the fox theater later on, certainly something to keep in mind if you're heading to oakland. christie smith, "today in the bay." >> 6:35. the biggest impact of the president's visit will come later today in oakland with street closures and traffic delays. police are closing several

streets starting from 10:00 this morning to 10:00 tonight. the 17th street entrance to the 19th street b.a.r.t. station will be closed. important to note here the station will remain open, it's just the 17th street entrance to the station that will actually be closed. in addition to those streets listed, there will be general traffic interruptions as the president travels to and from downtown oakland. >> the tragedy in colorado, the suspect in that movie theater shooting expected in a courtroom this morning to make his first court appearance. that is 24-year-old james holmes facing first-degree murder charges and a judge is expected to set a date for the formal filing. the doctoral student is abused of telling 12, injuring 58 clothers during this gruesome

shooting spree at a century 16 theater in aurora. we'll go live to colorado with an update. >> a reward is offered for information that leads to arrest in a shooting that sent a 5-year-old girl to the hospital. the girl is a victim of a drive-by shooting but was not the intended target. the shooting happened on saturday afternoon as the girl was walking with her family. she was shot in the neck and in front of a fire station. the firefighters inside heard those shots and ran out to help. she is now in table condition. >> a south bay casino will try again to open its doors. executives with the multilevel casino matrix say they were ready in april but waiting for league permits. the city scheduled a hearing to consider the approval of the permits required before that new card room can start hosting games.

>> the attorney for oakland raider charged with dui says a technicality may help get his client off the hook. the lawyer for darrius heyward-bey says there might be a way to avoid a conviction. he says there could be procedural issues with the traffic stop that led to the receiver's arrest. he plans to present that to a judge when he appears in court later on this morning. bey is accused of driving under the influence that took place in april. we are back in two minutes. >> this morring the world will see the man accused of the worst mass shooting in american history. 24-year-old james holmes making his first court appearance three days after allegedly killing 12 people, wounding nearly 60 more at a colorado movie theater. leanne gregg has the latest. ♪ >> reporter: more than 10,000 people gathered in unity to honor the victims. >> millions of people are with us and helping to share our burden of grief at this moment. >> reporter: a sunday vigil to help heal. in all, 12 are among the dead. a 6-year-old girl, a navy sailor, an air force reservist and two young men who died

shielding their girlfriends from bullets. fathers, sons, daughters, each with lives cut short. the president addressed a grieving community and talked privately with families of the victims. >> my main task was to serve as a representative of the entire country and let them know that we are thinking about them at this moment and will continue to think about them each and every day. >> reporter: the suspect, 24-year-old james holmes, today will be advised of his rights and the judge will set a date for the formal filing of charges. it's the start of a legal process that may take months. >> we will convict him. yes. >> reporter: at issue whether the prosecutor will seek the death penalty. the defense will likely argue whether holmes is mentally competent while the city is forever changed. evidence will include items found in the suspect's home, explosive devices meant to kill

information. what's happening? >> reporter: jon, good morning. police have us pretty far removed from the actual scene. it's happening a couple of blocks this way on the 300 block of north seventh street at washington. this is very close to japantown. two people shot and killed in a home on the 300 block of north seventh, the call came in about 4:20 this morning. police say the deceased is a man and woman. the suspect is on the run at this point and san jose police, they are giving little information about this person though they are searching surrounding areas. >> typically the suspect is still here f. there is even a possibility this person shot and killed two people we want to make sure the residents are safe so they are going to conduct a quick search. >> reporter: the sergeant dwyer who you heard from there tells me they do not have any reason to believe the suspect is still in this vicinity near japantown. police are not releasing a
